Yes. Anyone 16 or older needs a California sport fishing license. The main exception is fishing from a qualifying public pier in ocean or bay waters. You still must follow size, bag, and season rules.

A public pier is publicly owned, connected to shore or a named natural island, free to access, and built for angling. Many jetties or breakwaters qualify if they form the most seaward harbor boundary.

From shore or a boat inside SF and San Pablo Bays you may use one line with up to three hooks or lures. On a public pier you may use up to two rods and lines or two handlines, or two crab nets or similar gear.

Yes. Inside SF and San Pablo Bays you may not take finfish from boats at night. Boat fishing is allowed from one hour before sunrise to one hour after sunset. Shore and pier fishing are allowed at night. For invertebrates in SF and San Pablo Bays, night take is only allowed from shore.

Open year-round statewide. Daily bag limit is 35. Minimum size is 4 inches across the shell.
